Excerpts on the electrification of two-wheel motorcycles are set out below:

Electrification of Two-Wheelers

Electrification is emerging as a key pathway to cut emissions in urban and intercity transport. That said, electric two-wheel vehicles face unique constraints different from passenger cars: limited space for battery capacity, strict weight and balance requirements, plus highly diverse riding cultures. Electrification must therefore reconcile technical feasibility, riding safety, affordability and user convenience - especially for riders without access to home charging. Multiple technical solutions, including fixed batteries and swappable batteries, should remain available.

Electric two-wheelers must deliver safe, predictable handling despite added battery weight. Small urban two-wheelers are well suited to detachable or swappable battery packs, whereas larger motorcycles may favour fixed-battery architectures in the short term. Manufacturers should design models optimised specifically for electric powertrains, rather than retrofitting internal combustion engine platforms. To build customer confidence, swappable systems need standardisation across battery form factors, electrical interfaces, safety protocols and communication interfaces. Cross-brand interoperability is essential to develop a viable, widespread network of battery swapping stations.

Requirements & Considerations

Cities and regions should plan dual infrastructure: public and semi-public charging points for fixed-battery motorcycles, plus strategically located swapping stations for urban and commuter two-wheelers. Swapping station operators must enforce rigorous safety standards, battery traceability, fire risk mitigation, and integration with renewable energy sources and second-life applications. Payment systems should be interoperable, user-friendly and usable without mandatory dedicated apps. While electric two-wheelers produce low in-use emissions, lifecycle sustainability hinges on responsible battery sourcing, modular design, reuse and recycling. Swappable systems can extend battery service life through tiered utilisation strategies and streamlined end-of-life management.

Policy & Regulatory Recommendations

Maintain technology neutrality to allow fixed and swappable battery solutions to coexist. Support battery standardisation frameworks at European and international levels. Introduce incentives for two-wheeler electrification, including infrastructure rollout. Clarify regulations covering swappable battery safety, certification, charging infrastructure, and access to repair/diagnostic data. Integrate two-wheelers into broader urban mobility strategies, recognising their small footprint and low energy consumption. To boost electric motorcycle uptake, authorities may consider offering free charging.
